I think it can be a financial/upscale thing if it also comes with other behaviors like needing a lot of attention from their partner, but that I think of as more of a component of high-maintanance rather than the primary thing. I.E. someone who likes fancy things and needs a lot of psychological upkeep is more high-maintance than someone who just needs a lot of psychological upkeep, but just having expensive taste is just having expensive taste. I also think of high-maintance, if you are going to apply it to $, more meaning someone who wants that in many different areas or continously, as part of their lifestyle, rather than someone who just wants a prada bag.
