Happended to me in 1990 as the cold war ended, defence cut, the market was saturated with experienced EE laid off from defence contractor. For private sector, American citizen comes first. Also, since defence contractor only hire US citizen, by the time you graduate, the job pool for non-resident will shrink. I know it's a selfish thought, but that is the reality.
